The very first issue of the Business Times 10 years ago took a hard look at the ailing Oxnard Factory Outlet along Highway 101. At the time, the shopping center looked like a ghost town. It was losing the fight against the newly opened Camarillo Premium Outlets and had struggled for years with declining profits, sky-high vacancy and tenants in mass exodus to greener pastures.

The manager of one store that was moving to the Camarillo mall told the Business Times, “I know our sales are going to be so much higher and so much better over there.”

In a last-ditch effort to bring life back to the mall, then-owner Prime Retail tried to reposition it as a lifestyles-oriented center, anchored around home furnishings stores.
