Two Santa Barbara County developers have filed for personal bankruptcies, listing more than $15 million in liabilities each, and putting two area mixed-use projects in limbo. Santa Barbara resident Hugh Thorson filed for Chapter 11 bankruptcy protection, listing $17.7 million in liabilities and $2.7 million in assets.
