Stantec, a large publicly traded design and consulting company, is acquiring Santa Barbara-based engineering firm Penfield & Smith. Terms of the deal, expected to close in October, were not disclosed. Penfield & Smith has regional offices in Santa Barbara, Camarillo and Santa Maria.
