An independent operator in the oil-rich Santa Barbara channel is looking to potentially double its producing wells by drilling from a platform in federal waters into a state oil lease. Carpinteria-based Carone Petroleum operates platforms Houchin and Hogan though its operating arm, Pacific Operators Offshore. It wants to drill as many as 25 new wells…
